Hayes criticizes proposed cigarette tax increase

A North Carolina member of Congress attacked proposals in the House that would increase federal taxes on cigarettes to fund expanded health care for children.
Rep. Robin Hayes, R-Concord, criticized a proposed hike of the federal excise take on cigarettes in a letter to two House committee chairmen, Rep. John Dingell, who heads up the House Energy and Commerce Committee, and Charles Rangel, who chairs the powerful Ways and Means Committee.
"While I do support reauthorization of the State Children's Health Insurance Program (SCHIP) and believe it is our responsibility to ensure that our children are healthy and well, I have serious concern with the funding of this program through an increase in the federal tobacco excise tax," Hayes wrote in a letter Monday to the two chairmen.
Legislation making its way through the Senate calls for increasing the federal tax on a pack of cigarettes 61 cents, to $1. The House proposal, The Wall Street Journal reported last week, calls for a 45 cent increase.
The tobacco industry, including Winston-Salem-based Reynolds American Inc. (NYSE: RAI), has lobbied strongly against the proposal.
In his letter, Hayes argues the higher tax would cost North Carolina millions of dollars in tax revenue each year and lead to a loss of jobs in both tobacco farming and tobacco manufacturing.
Reynolds American and Greensboro-based Lorillard Inc. (NYSE: CG) are the second- and third-largest cigarette makers in the country. |
